isc-dhcp-server was commonly used for dhcp servers for many years, maybe the defacto standard ...

but for inexperienced people, dnsmasq is easier to set up, and easier for developers to develop tools to assist with generating dnsmasq configuration

That's the main reason to prefer dnsmasq; as isc-dhcp requires re-wiring a computer lab in the specific 2-nic way that isc wants it

Not everyone has 2 switches, or can have the ltsp server always on, even when clients boot to windows etc
