Suggestions for what? How to prevent a linux system from running the GUI? It depends on the distro, e.g. for Ubuntu you can pass "text" on the command line for that.

Also, running X needs < 50 MB of RAM, and a single LTSP user needs ~250 MB of RAM, so running X or not is usually not a matter of resources, but of security...

For 12.04 we used fallback, and for 14.04 we'll be using flashback, without XMir etc etc, so all is well again :)
