Not familiar with pfsense. Typically, I just install my LTSP servers with 2 nic's; all the terminals are on their own nic, and I just run good ol' dhcp3 on that.

Have you tried booting something else, like Windows on the same segment, to see if the dhcp server's handing out addresses?
