Fat's doesn't contain any user accounts so you need to add one or set a root password in chroot.

No, because users are in server, not in clients. If you want achieve that, you might need set up NIS or LDAP to get same useraccounts to clients.

users: LTSP users for graphical login should be created on the server itself, NOT inside the client chroot. LTSP clients connect to the server to verify user credentials, they should not hold any user information themselves as this is very insecure.

But SSH'ing to clients should technically be possible if you set a root password. Why you'd want to do that is beyond me though. You should check /var/log/auth.log on the client.

so when I start it up it starts up at 640x480 at a 59 refresh rate, so it is all screwy, and I hit ctrl-alt-f1 to get into the terminal and try logging in but it won't let me despite setting the password in the chroot for root and user
